Tribal Representation on CDs

Our Nevada Revised Statutes are somewhat restrictive regarding who can act as a supervisor (namely those residing in incorporated cities, etc) which by default does not include tribal representation and communication. I am wondering what other states have done to ensure First Nations are included in decision making within their CDs.

In Oregon we have a tribal SWCD.  We also have no restrictions on who can serve on a board other than that 5 of the board must be from zones and own 10 acres of land or manage land and 2 directors are at-large.  If a person serves as an associate director for one year, they can be a zone director without owning land.
